You could try a 
# ldd /usr/local/bin/cinepaint

to see if all libraries are resolved with 
symbolic library => real file (0xadress)

As well LD_LIBRARY_PATH should contain /usr/local/lib . 
My guess had be Mandriva RPM packages install into /usr/bin and 
/usr/lib. I am not shure if other and more up to date packages install for 
you.

It reads like a distribution issue.
