I think that Mandriva uses /etc/ld.so.conf to tell ldconfig in which
directories the shared libraries are.

Possibly add "/usr/local/lib" there and run "ldconfig" as root.

Then try "ldd /usr/local/bin/cinepaint" to see if it can find the
libraries in the new location.
