Got it! Thanks!

I opened /etc/ld.so.conf and /usr/local/lib was already in the file.

Next I went ahead and ran "ldconfig" as root, as per your suggestion.

Then I ran "cinepaint" as a normal user----

The install application opened and CinePaint opened next - no problem.
