I would guess it's probably this sort of bug:

where the card/driver claims a functionality it does not have. This
happens to be a driver bug, but it could just as easily be a firmware
bug that the windows drivers know to avoid.

I know first hand. I've had to code around firmware bugs in my
employer's products when the firmware guys were too backlogged to fix
it themselves.
