I would guess it's probably this sort of bug: https://bugs.freedesktop.org/show_bug.cgi?id=9300 where the card/driver claims a functionality it does not have. This happens to be a driver bug, but it could just as easily be a firmware bug that the windows drivers know to avoid. I know first hand.
