Pretty sure that 2048 is a hard limit for maximum texture size for all radeons up to and including r3xx/r4xx, IIRC all drivers for all OS announce this value. So, no, there is absolutely no way you're going to tweak that value, apps really need to take this limit into account and work around it or they will not and are not going to work.
