I haven't compiled GIMP itself (no need to recompile the wheel), but I
have compiled several plug-ins for windows using a mingw32 cross-compile
on Linux. Wasn't hard at all.  Perhaps a README.compiling should be
included which documents the appropriate compiler flags for the various
compilers.
