Yes, I expect that this is true.  However, it seems that the Windows 
7-Zip download is only 840KB from http://www.7-zip.org/ so it would be 
faster to download Z-Zip, install it, and then download the .7z file 
than it would be to wait for the huge ZIP file to download. I have not 
actually used Windows Z-Zip but I assume it works fine.

This makes the most difference for snapshot downloads since these are 
not usually uploaded to SourceForge so the download may take several 
hours from my site (at only 10KB/second).

Regardless, if the huge ZIP file is eliminated for GM snapshots, it 
will also be eliminated for the entire GM 1.2 release cycle so it is a 
somewhat important decision.
