Gridengine has a feature called "Array Job". So to submit 700 mostly idential jobs, just submit an array job, and tell SGE that there are 700 elements in that array job. The submission speed is the same as a normal job, and you can delete or manuplate the array job as a normal job. BTW, this feature has been there since the first day of SGE, does it answer your question of "it had no concept of frames"?
