mpeg2enc undershooting desired bitrate

A few days ago, I mentioned that I had tried to encode a DVD video at 6990 kbps and got closer to 6777 kbps. It wasn't my denoiser performing magic...another encode of the same video without y4mdenoise produced a nearly identical bitrate. I just completed another video that was supposed to be 6515 kbps...without the latest y4mdenoise, it turned out to be 6001 kbps, and with the latest y4mdenoise, it ended up 4582 kbps. I guess I lucked out with the CVS grab I made sometime in 2007...that version of mpeg2enc didn't have this problem. It also let me encode with "-q 1" without any visible artifacts. I should track down which version of the code that was. In the absence of Andrew Stevens, I guess I'll have to wait for my video-encoding book to arrive, learn the subject, figure out mpeg2enc's source code, and start debugging it myself. Sigh.
