I had some issues with xine and libdvdcss since 1.4.0. I had to set
media.dvd.raw_device to the same device as media.dvd.device to be able
to play dvds.

I don't know what other distributions policy with regards to bundled
libs, but Fedora at least actively prohibits their use in favor of
external libs, so from my point of view, internal dvdnav can be removed.
