The libvcdinfo library is part of the vcdimager rpm, there is no 
separate package for the lib. The vcdimager package is a openSUSE 
package, not a Packman package.
If you want to compile something's using libvcdinfo you have to install 
vcdimager-devel package. But if you use the kaffeine package (we have 
both versions the kde3 and kde4 version) from Packman, it also will use 
xine-lib 1.2.1, so you needn't compile it yourselve.
