Hi Meri,
Wow, small world, I am currently overseeing the IA of an identical
application for a UK insurer :-)
I found that most of the problems relating the position of prompts of
the steps in the overall sequence where down to the choice of
information model. We found that are users didn't mind being funneled
through a wizard or being given a "worksheet" to complete before
submission.
The problems occurred when the two types of model where mixed. In my
mind, cross and up-selling (which is what your recommender messages
are doing) don't fit into the 'wizard' model as it's a bit of step
sideways.
I would suggest you explore alternative structures to the "wizard"
