The most simple way to have a persistant URL is to decide never to 
change it! EPrints provides simple, short URL's which should remain 
valid for the life of your archive ("forever").

Can you give a bit more information about what you need a persistent URL 
for? It's clearly a key issue to you and it would be good if we could 
address it.
