Yep, that's pretty much the situation here. Our archive
(eprints.may.ie) has actually been public for a few weeks now, though
there isn't any real content yet, though I think I reigstered it on
your list. 
I have most of the technical malarky out of the way now, so as you said
I'll be working on the human angle. My first meeting with an academic
is tomorrow actually. After that I'm slated to give lots of demos,
meetings, seminars, etc. to try and enlighten folks to the wonders of
self archving. I'm just waiting to get the Irish langauge version of
the site up (should be a good selling point for quite a few folks).
Hopefully by next academic year the ball should be well and truly
rolling. I'll be leaving in August (I'm actually an undergrad doing
this project as part of a software engineering work placement) so
hopefully the archive will be well established by then.
