I have to say I really miss this too.  Basically this feature was
removed entirely.  Proxy control is now done entirely through the gnome
internal settings (which I really disklike).  It shouldn't be a burden
to add toggling the proxy back into the GUI.

Applying user style sheets and and toggling between the style sheets
that come with a web page is missing as well.  This feature is sorely
missed by me.

Since Galeon is a gnome application, it is themed via the gnome theming
mechanism.  This was done for consistancy's sake.  If you install the
crystal icon theme for gnome, then galeon will reflect the crystal icon
set.

I miss the ability to file bookmarks into sub-folders.  Right now I have
to add the bookmark, then go into edit bookmarks and move it.

This was discussed on the list some time ago, but I don't remember what
was decided.

There has been a lot of contraversy over Galeon 2.  I like large parts
of it, but share many of the same concerns and problems as you have with
it.  Personally I find Firebird betting better and better on it's own
and use that more often these days.  There is another gnome2 browser
like Galeon out there called Epiphany which looks like it will be the
official Gnome browser.  A little rough right now, it looks promising. 
You might want to take a look at it if you get no satisfaction from
Galeon.
