And it is a good thing.  Centralized place where everything is stored
for easy access and backup and whatnot.  See /etc for one popular
example.

There is absolutely nothing preventing access to per app configuration.

I have always felt that gconf-editor should support being started like
'gconf-editor /apps/galeon'  It's left as an exercise to the reader to
figure what that should do.  I just never get around to file a bug...

For a nicer UI, see metacity-setup.  I'm not saying that is necessarily
the right way to do configuration.  Just an example of how it *can* be
done, if necessary.
