It's not obvious to customers, but they are signing up for a PayPal account, not just paying with a credit card. Also the credit card cannot have been used for another PayPal account, which can be a problem for people that share a credit card with family members or that have forgotten their PayPal password and think they can just start over. I can't imagine anyone that doesn't already have a PayPal account wanting to pay using PayPal.
