I tried out the rotated image in the link. The problem, I'm guessing,
is fairly similar to that described in this FAQ entry:

The error in the log:

... makes it clear that ACDSee is doing more than simply rotating the
file-- it's also turned it into a JFIF file (or at least tried). The
most plausible reason that ACDSee is converting the file into a JFIF
is that it wants to embed an ICC color profile into the file (although
there could be other reasons). Look carefully at all the ACDSee
controls (yes, all 6 million of them ;)) and see if you can find a
control/default that looks like it will turn off color profile
embedding, or turn off colorspace transformation, or simply turn off
"save as jfif", when you save the rotated file.

The root of the problem is that it's technically impossible for a file
to be both JFIF and EXIF compliant:

The two specifications are mutually exclusive! Unfortunately, there
seems to be a trend (at least Apple and ACDSee) to overlook this
technicality and attempt to make files that are "all things to all
people". Some software is lenient enough to overlook these technical
inconsistencies (I'm not convinced that's a good thing). But the
JavaSoft engineers chose to interpret the specifications literally and
to disallow any deviations from the specifications, regardless of how
small and seemingly harmless they may be.
