This just means that your particular python installation does not have 
distutils installed. In redhat style distros, this would be in the 
package python-devel rpm. You can install pyblosxom in other ways 
though, if you're using unix, you could copy the Pyblosxom directory at 
/home/foo/libs/Pyblosxom and in you main pyblosxom executable, add 
/home/foo/libs to sys.path
