I think the preferred way to add /home/foo/libs to sys.path is to 
specify this directory in the py['codebase'] parameter in your config.py 
settings.  pyblosxom.cgi will then add this codebase directory to 
sys.path.

I discovered this recently while testing different codebases; it's very 
useful.
