If you check the code, the verification function just fails automatically. 
It doesn't do any verification because I didn't write any.

I wrote the registry plugin with my needs in mind.  It could use some work 
to make it more user-friendly.

You'll need real template files.  Additionally, if you want to enable 
comments with the registry, you'll have to use the most recent comments 
plugin because it has the code that doesn't cause stomping on templates 
when printing the comment form.

If the only reason you think something is wrong is because it's doing FAIL 
in the verification step, then your installation could be fine.  Try 
creating some registry entries and see if the registry stuff works.
