I ageee with Julie's main argument but following a different line
The question arises who or what is one's target audience.
Too often organisations have a blinkered view about how to create a user
interface when dealing with a domestic public which does not spend money
wastefully on the latest release of a browser as there is no desire to have
all the bells and whistles of the latest gimmickery in their desire to
communicate quickly and cheaply.
Perhaps certain organisations feel that they should be able to demonstrate to
their competitors and clients that they are up to date and thus freeze out
many of their private customers by releasing interfaces adjusted for the
latest versions of browsers only.
It may be argued that one may download the latest version of IE but this is
beyond the experience and confidence of many users who use the home PC as
delivered and set up.
There still exists the question about how old a version of browser should be
supported, maybe an HTML agreed basic.
Well at least some designers are including a 'skip intro' button on their
sites.
