In short, Perl 5.8.0 behaviour wrt UTF-8 was a drastic change (and
caused many breakages), and 5.8.1 does a step back.  Normally WML
should work with 5.8.1 under a UTF-8 locale, but problems arise
sometimes, please file bugreports if you find some.
