rootCommand in style file?

HI all,
I'm running fluxbox version 0.9.15.1+1.0rc2-1 from the Ubuntu Edgy
release.
I have two of my own style files which have things like:
rootCommand: fbsetbg -f /full/path/to/image.jpg
These commands aren't working. It does however work if I put it
in the ~/.fluxbox/init file.
Is the rootCommand directive supposed to work in style files?
