Initial Comment:
To duplicate:
Ensure icewm config is using FocusChangesWorkspace=0.
When using Chromium (the browser), alter privacy settings in order to be prompted for cookie acceptance.
Open an "incognito" window (private browsing window).
In a second workspace, open another window (NOT Chromium; xterm, perhaps).

Return to original workspace (containing Chromium windows).
Enter URL in Chromium window for a site that requires cookie acceptance.
Quickly change workspaces, and make sure other window has focus.

Once Chromium maps popup prompting for cookie acceptance, you will be returned to
workspace containing Chromium (despite FocusChangesWorkspace=0).

This may occur in apps other than Chromium.

Expected behavior:
Remain in workspace to which you had changed.
Optionally, blink taskbar entry (if RequestFocusOnAppRaise=1).

Hoped for feature, relating to bug:
Focus stealing prevention - popups (in any workspace) do not
take focus, unless they are children of the window currently owning focus in active workspace.
