1.3 is still considered more or less development, but it is here already 
from 2008. It's main purpose was to start fixing bugs that had high 
probability of breaking something or that needed some major changes in 
code to get fixed (same for RFEs). I think, there are also some changes in 
library dependencies, but I may be wrong.
