I think I can rule it out. I am baffled, but I find that the problems go away
if I :

(1) Enable "Accelerated Video Output (Overlay)" in vlc

(2) Disable hardware acceleration in chromium.

These solutions seem to be independent of each other - I don't need one for the
other to work. Presumably it is an nvidia thing - maybe limited to my own card.
