vnc server geometry resize (tigerVnc) : all windows are re-arranged, how do I preserve placement?

With tigerVnc ... I exploit the server geometry matches viewer ..
works great moving between locations where I have varying external monitor
sizes available ....

However when the vncserver geometry changes ... icewm re-arranges all my
windows ....
how can I preserve the window arrangement?

ie if stretching larger ... leave everything where it was,
if shrinking and things are off the edge of the screen ... snap them onto
screen at nearest edge.
