On #2 below could you clarify what the licensing terms terms might be for organizations other than the current authors of the specs given that there are no (other) IPR claims. Specifically will these specs be available on RAND or RF terms for organizations that want to implement these. It is clear to me what IETF's policy is wrt to that.
