Agreed.

I still probably wouldn't do this most of the time myself, but if you
need the flexibility, you can always do things yourself. The common
case behavior should be easy, and in the case of Assume.That... or
whatever we call it... I think the default should be for NUnit to
silently catch that the precondition was not met, and move on.
