I understand the importance of flamewars more than most. ;-) 

However, there are flamewars and then there are flamewars.  Some are
inevitable healthy discussion of technical topics, and some are
destructive and can/should be minimized.

Let's not start with a way to make decisions perhaps. One suggestion
is to start with shared infrastructure.

But why not take a first step that everyone feels is significant?

If we're afraid to do anything in the face of a fairly major crisis,
what future event is going to move things forward?
