Dan is probably correct. I am still using v/0.91, under FreeBSD.
On this app, "Window Maker Preferences - Miscellaneous Ergonomic 
Preferences" offers a check-box option: "Raise window when switching 
focus with keyboard". The effect of choosing this option is that each 
window is raised as it receives focus with each Tab press. Whether the 
option is chosen or not, the window in focus when Alt is released is 
raised to the top.
The option probably would be more clear if it read: "Raise each window 
while switching focus with keyboard".
