Thanks for your response.  If this is a bug then it's one that has been
in WindowMaker for as long as I have used it (since around 1998).  Just
to be sure I checked versions 0.80.0 and 0.70.0 and found that they both
have the don't-raise-last-tabbed-window behavior and are controlled by
CirculateRaise.  I don't know exactly when this was removed but I do
remember seeing the auto-raise behavior in at least 0.91.0.

With that in mind,
   a) is there a place where the behavior of CirculateRaise is
      well-defined so that the 'bug' is not re-introduced by some
      well-meaning developer, and
   b) is there some option that I can use that disables the
      auto-raise behavior (I enjoy controlling the stacking order of
      my windows)?
