This means that wmaker.inst bombs too, doesn't it?

Look in the script gnome.wmaker.inst, and there is a setting for the 
global default definitions:

GLOBALDEFDIR="/etc/WindowMaker"

Here is what I have in that directory

$ cd /etc/WindowMaker/
$ ls
WindowMaker  WMGLOBAL  WMRootMenu  WMState  WMWindowAttributes

Find out on your system where those default configurations get installed 
and change the GLOBALDEFDIR to match it.

I think Ubuntu is a Debian-deb based system,and you can use deb to ask 
where all the installed files are.  Likely suspect might be

/usr/share/WindowMaker/

or such
