The vac pump and oil pump slot/tab IS centered.  The oiling hole that
supplies the oil to the vac pump is usually drilled off center in the oil
pump shaft and might make the tab appear offset, but the tab is centered
and will work perfectly fine either way it is inserted.

Are you sure the oiling system is working correctly?  Was the seal in the
bottom of the vac pump gear bad?  Oil pump bushing in the block?
