Possible issue with IP?

Hi Volks, I may have an issue with my IP? When I checked and set the Timing
to .95 fuel came out of the port that I insert my dial indicator into. I
did an engine rebuild, ran the engine for a while  and the power is not
there like before the rebuild, I had the timing at .80 to start with then
went to change to .85 and no fuel came out of that port? Is there a special
way to bleed the air out of the pump, or do I have a IP issue?
