It is normal for fuel to come out there. Depending on how the plunger is rotated can significantly change the rate that fuel comes out; sometimes a weep other times a stream on the same pump. The difference is whether or not the fill port is aligned to allow fuel in. If it runs and there aren't any air leaks in the fuel supply to the pump, the easiest way to bleed all the air out is to drive it.
