Try the simple approach: if they (the emergency folk) have to call these 
people anyway, just have them get your SSN or DL# from one of the 
contact people, unless you don't want those people to have your SSN or 
DL#.  Birth certificate seems largely irrelevant, and I assume that your 
DL and insurance card would likely be right next to the CD-ROM in your 
wallet anyway.

So, really you just have to worry about the SSN, which isn't really too 
valuable for determining allergies or drug interactions, and therefore 
non-essential for emergency care.  I would just put the medical records, 
prescriptions, and contact numbers on there, unencrypted.
