Most file- or directory-level password protection is fairly 
easy to break. It certainly wouldn't keep any determined 
identity thief away from the information since it's only a 
matter of running a few simple utilities to access the 
information. Encryption would be better, but then you would 
run into the problem of how to keep the key separate and 
secure. IMHO, the best bet would just be to have emergency 
contact information and absolutely necessary information 
(such as allergies) on the CD and leave copies of everything 
else with your emergency contacts.
