Try storing a small encryption program on the CD which is capable of being 
run from the CD on several operating systems (some sort of Java program 
would work for this).
The system would have to allow the user (i.e ER Doctor) to open the files, 
but not anyone else. How do you get the password to him? The only way I can 
think of is where the encryption program uses public key server technology 
and allows the doctor to set up his own encryption keys, download a copy of 
your public key from a public key server then use it to decypt the files on 
the CD encrypted with your private key. A very good program that does all 
this is PGP (Pretty Good Privacy) but I dont know if there is a Java version 
of it and I dont know if it can be installed on and run from a CD. This 
could be easily determined though.
All of this sounds a bit much to ask off Doctors and the like, though, but 
Im from the UK and things are a bit different here when it comes to medical 
records and the health service.
