Yes short form HTML

Longer. Pdf is a page display language and does not allow the reader to alter how the page 
looks e.g change font or page size. HTML and other markup allow the reader to customise 
their viewing.

Many government agency files are in PDF so that they cannot be altered. In some cases 
the idea is to get rid of all the edits from the Word original in others it is so that they can 
be printed out

PDF is the last format I would choose as it has no idea of the size of screen or whatever I 
am using, 

Note that Adobe the creators of PDF in their digital editions reader http://www.adobe.com/products/digitaleditions/ read pdf and  also epub which is a 
container format based on HTML.

Unfortunately the problem with the HTML based containers is that there is no one 
standard and especially with DRM are tied to particular devices/programs. Plain HtML 
without DRM however  has more viewers and tools than pdf.
