I have an e-book from Bob Bly's publishing company.  In addition to the
copyright notice, it says the buyer may store one copy on his computer
and print out one copy.

I would be more generous and allow an additional copy for backup.

The notice also mentions potential penalties for copyright violation.

That's probably the best you can do.  Possession of a copy to read or
print implies the ability to save a file.  At one time Adobe was a
proprietary file format (pdf) and the software could prevent certain
actions, but once it became public-domain, there was no such control.

My bottom line: By all means, insert your copyright notice, and then
spell out permissions as above.
