If that wss the impression I wrote badly. Elending has been going on here for years, and is more widespread in libraries now. This is about big publishers not allowing downloading, but limiting file exchange to vistors to the building! It just seemed counter productive. Library borrowings do have an effect on sales, even if difficult to quantify. And over the long term, which should be what what a big publisher is most concerned with, it will build sales quite strongly.

Um... I have no idea why you think this idea is only in the UK. Three or
four years ago, someone was talking on EPIC lists about downloading ebooks
directly from the library's web site in the US. They MAY have been out of
copyright. I can't know that for sure. Or they may have been DRMd. But
downloading books online from the library would not be new.
