You are right Ed, that the number has not been explained. My only real comment on it so far was that it may relate to how long it takes a print book to fall apart, or on the everage number of loans of print books.

We would come to it slightly differently in the UK [and Canada and quite a few other places]. Here we already have a system in place where authors, at least, are compensated against the number of loans. It is a small amount for each recipient, at its maximum, but of value to a popular new author, and probably enough to tip  them to carry on writing.

For us there is a case based on that for compensation from library ebook loans.
