Limewire settlement: do the artists get anything?

Obviously not a reliable source.

http://torrentfreak.com/limewire-pays-riaa-105-million-artists-get-nothing-110513/

says  "The recouped money is destined for reinvestment in new anti-piracy efforts and will not be used to compensate any artists."

Anyone know whether that's correct? The Wall Street Journal article on the settlement doesn't address the question, and I can't find any other stories via Google News that address it.
