The U.S. should be careful. They already lost one WTO case where they
blocked overseas online gambling and they were successfully sued by
Antigua. As a result, Antigua currently has been authorized by the the WTO
to suspend "concessions and obligations to the United States in respect of
intellectual property rights".

More colloquially? Antigua can sell stuff without having to honour U.S.
copyrights or patents. Good thing Antigua isn't very big!

There has been enough of a shift in U.S. balance of trade over the last 30
years that the U.S. now risks damaging its own economy whenever it blocks
external goods and services. Trying to rejigger international trade to
block resale of already-sold books strikes me as a disproportionate
response.
