Given your experience with the scripted approach (10% success rate),
I would do that and publish the succeeded groups.

Deligate as much as possible to the community.  Time spent to enable
others to help is much better invested than time spent on the
service itself.

I run a very time-consuming service for an open-source project, and
when spare time run short, I set up a server-based service so that
everybody could help
(https://github.com/lensfun/lensfun/blob/master/tools/calibration_webserver/workflow.rst).
Moreover, I published the complete code for setting up the server
oneself, in case I am run over by a car.  It was a lot of onetime
work, but now I only have to add helpers and maintain the server.

As fas as I can see, most groups need to be resubscribed manually.
I can do it for “my” groups by contacting the list admins, others
can do the same with “their” groups.  This should not be your task.
But you could recreate a setup with admins that can help.  And put
all of it in a public repo.  Maybe the community can contribute
code.

In the very long run, I have another suggestion for using the
community: an interface to which one can connect their own plug-ins
for the various discussion technologies used nowadays.
