RE: Basic misunderstanding

Sorry not to be clear, let me try again.

I have a DTD which describes a document type. For example, we will call the
document type "issues". I would like to create a new XML document which
conforms to this type "issues". I intend to use this document with some
program, so I don't care what it looks like. A basic element tree would be
fine.

The way I understand the config.xml file, I must create this new XML
document *before* I can edit it. Since this is crazy, I must be missing
something.
