Right, that should be so. Many files, like desktop files are build by
script, that's quite common practise.

I just do "../intltool-update -p" in po directory or "make
conglomerate.pot"

Just "../intltool-update ru" works for me

That's problems of intltool, pain for every translator The only way I
see is to 
remove fuzzy by hand or with script :)
