Bibliography

Dear all,

please could you send me clear instructions how to create a file 
bibliography and how to integrate the bibliography. I tryed to apply the 
manual quite unsuccesfully.

More over I'm not able to count the formulas relatively to each section. 
For instance I want a numeration like (9.13) instead of (350).

Please hellp me.
